SERIAL 1 – Proposed by Management Board - PASSED
General Rule 4(b): replace second clause with 'save that the President may not serve for more than two years consecutively, or the Chairman for more than three years consecutively.'
[This would permit a Chairman to serve for a maximum of three consecutive years rather than the current two.]

SERIAL 2 – Proposed by Domestic Cricket Development Directorate - PASSED
Competition Rule A1: replace with 'All matches shall be played in accordance with the Laws of Cricket, except as varied by Competition Rules or Bye-Laws.'
[This corrects the present wording.]

SERIAL 3 – Proposed by Management Board - PASSED
Competition Rule A22: replace 'the Wednesday before the first round of the first cup competition' with '31 May'.
[This would fix the latest date for cup registrations and starrings, approximately 2 - 3 weeks later than hitherto.]

SERIAL 4 – Proposed by Management Board - PASSED
Competition Rule A22: add after 'Under 15 League,' 'or replacement players who have been approved in accordance with A8 above,'.
[This would permit replacement overseas players approved after the normal cut-off date for cup registrations to play in cup competitions.]

SERIAL 5 – Proposed by Management Board - PASSED
Insert after existing Competition Rule A40 and re-number thereafter accordingly:

'Sunday Fixtures

A41.  Each Club shall advise the Union before the start of each season whether or not each of its teams is prepared to play fixtures on Sundays.'
[This would make the existing Bye-Law (s) a Competition Rule.]

SERIAL 6 – Proposed by Domestic Cricket Development Directorate - PASSED
Insert after existing Competition Rule F20:

F21. For the purposes of F20(i) above, a team's net run rate shall be calculated as follows:

  1. A team's net run rate is calculated by deducting from the average runs per over scored by that team throughout the competition, the average runs per over scored against that team throughout the competition.
  2. In the event of a team being all out in less than its full quota of overs, the calculation of its net run rate shall be based on the full quota of overs to which it would have been entitled, and not on the number of overs in which the team was dismissed.
  3. Only those matches where results are achieved will count for the purpose of net run rate calculations. Where the second innings is curtailed, but a result is achieved under Duckworth-Lewis-Stern, for net run rate purposes Team 1 will be credited with Team 2's Par Score on curtailment off the same number of overs faced by Team 2.  Where a match is concluded, but with Duckworth/Lewis/Stern having been applied at an earlier point in the match, Team 1 will be credited with1 run less than the final Target Score for Team 2 off the total number of overs allocated to Team 2 to reach the target.

[This would bring the existing Bye-Law (u) into its appropriate place in Competition Rules.]

SERIAL 7 – Proposed by Domestic Cricket Development Directorate - PASSED
Competition Rule G7: replace with 'It is solely for the umpires together to decide whether either conditions of ground, weather or light, or exceptional circumstances, mean that it would be dangerous or unreasonable for play to take place.'
[This would reiterate, in the terms of Law 8(a), that it is solely for the umpires to determine the fitness of conditions for play, regardless of whether or not the Captains agree.]

SERIAL 8 – Proposed by Instonians CC - DEFEATED
Competition Rule G10: delete 'in a match in the Senior League'
Delete Competition Rule G11.
[This would extend the use of the Duckworth/Lewis/Stern method to Section 1 of the Junior League.]

[An amendment to Proposal 9 (default 40 overs but can be increased to 50 overs by agreement) was defeated]
SERIAL 9 – Proposed by CIYMS CC & Instonians CC - DEFEATED
Competition Rules G18 and G29: after '50 overs' add '(40 overs in Section 1 of the Junior League)'
[This would reduce the maximum innings length in Junior League 1 from 50 to 40 overs.]

SERIAL 10 – Proposed by Instonians CC - PASSED
Competition Rules G18 and G29: after '50 overs' add 'except that in Section 1 of the Junior League both clubs may agree in advance to reduce the maximum duration to 40 overs.'
[This would permit clubs to agree in advance to shorten matches in Section 1 of the Junior League to 40 overs a side.  It will be withdrawn if Serial 9 is passed.]

SERIAL 11 – Proposed by Domestic Cricket Development Directorate - PASSED
Competition Rules G20, G21, G23, G24, H8 & H9: replace 'designated starting time' with 'agreed starting time' and delete 'If play starts earlier, the 30-minute allowance shall be increased by the playing time available before the designated starting time' and 'the allowance for any early start and' (as applicable).
[This would apply to Match 1 only and would restrict the allowance for lost time before overs are deducted to 30 minutes, even where an early starting time had been agreed.]

SERIAL 12 – Proposed by Domestic Cricket Development Directorate - PASSED
Competition Rules G31, G32, H17 & H18: replace 'latest starting time designated in G27 above' or 'designated starting time' with 'agreed starting time' and delete 'If play starts earlier, the 30-minute allowance shall be increased by the playing time available before the designated starting time, up to a maximum of 60 minutes.' and 'the allowance for any early start and' (as applicable).
[This would apply to Match 2 only and would restrict the allowance for lost time before overs are deducted to 30 minutes, even where an early starting time had been agreed.]

SERIAL 13 – Proposed by Domestic Cricket Development Directorate - PASSED
Insert after existing Competition Rule H7 and re-number thereafter accordingly:

H8.  For a valid result, each team shall bowl at least 20 overs, unless either or both teams are bowled out in fewer than 20 overs, or unless the team batting second scores enough runs to win in fewer than 20 overs.
[This would clarify the minimum length of innings for a valid match in Senior League Section 3 and Junior Leagues 2 and below.]

SERIAL 14 – Proposed by Management Board - PASSED
Competition Rule H11: replace '29' with '43'
Competition Rule H13: replace 'he' with 'the Competitions Committee.
[This would allow teams in Senior League Section 3 and Junior Leagues 2 and below two weeks longer to play rearranged fixtures and would make the Competitions Committee rather than the Section Secretary responsible for imposing rearrangements.]
